Jurist with solid experience in the public sector, in the central structure of the Executive power, with proven technical skills in the legislative specialty, embodied in the drafting of regulations, decrees and laws.
He has a Master's degree in Law from the Agostinho Neto University, a degree in Political Science (Germany) and several postgraduate degrees in the areas of business management and law, with language skills in Portuguese, German and English.
With a career spanning approximately 30 years, he has held various positions, including Secretary to the President of the Republic for Judicial and Legal Affairs, which he held for five years. He coordinated the technical team that drew up the national anti-corruption strategy, as well as taking part in the drafting of the Public Procurement Law, the Private Investment Law, the Refugee Law and Statute, the Expropriations Law, the Public Appropriation Law and the Code of Labor Procedure.
Within the State apparatus, he has held relevant positions such as Member of the Superior Council of the Judiciary, Deputy Director of FADA, Director of AIPEX, Consultant to the Ministers of Justice and Human Rights, and of Geology and Mines.
As well as being a lawyer, he has experience in sport, having served as vice-president of the Angolan Football Federation for Refereeing, Chairman of the Disciplinary Board, Member of the Disciplinary Board of the African Football Confederation and also Chairman of the Maxinde Social Work (Malange).
